AL-QA'IDA MANUAL PUBLISHED

 

Indian police have released details of a manual they say is meant for Al-Qa’ida operatives.

It was discovered in an office in Aurangabad. The original was found in a computer file in Urdu. This translation appeared in the Indian Mid-Day Mumbai (Bombay):

The confrontation that we are calling for with the apostate regimes does not know Socratic debates, platonic ideals nor Aristotelian diplomacy. But it knows the dialogue of bullets, the ideals of assassination, bombing and destruction and the diplomacy of cannon and machine gun.

The young men returning to Allah realised that Islam is not just performing rituals but a complete system: religion and government, worship and jihad, ethics and dealing with people, and the Koran and sword. I present this humble effort to these young Muslim men who are pure, believing and fighting for the cause of Allah.

Principles of military organisation:

* Military Organisation commander and advisory council
* The soldiers (individual members)
* A clearly defined strategy

Military organisation requirements:

* Forged documents and counterfeit currency
* Apartments and hiding places
* Communication means
* Transportation means
* Information
* Arms and ammunition
* Transport

Missions required of the military organisation:

* Gathering information about the enemy, the land, installations and neighbours
* Kidnapping enemy personnel, documents, secrets and arms.
* Assassinating enemy personnel as well as foreign tourists
* Freeing brothers who are captured by the enemy
* Spreading rumours and writing statements that instigate people against the enemy
* Blasting and destroying the places of amusement, immorality and sin
* Blasting and destroying embassies and attacking vital economic centres
* Blasting and destroying bridges leading into and out of the cities.

II - Necessary qualifications for the organisation’s members:

* Islam – the member of the organisation must be Muslim
* Commitment to the organisation’s ideology
* Maturity – the requirements of military work are numerous and a minor cannot perform them
* Sacrifice – he has to be willing to do the work and undergo martyrdom
* Listening and obedience – in the military, this is known as discipline
* Keeping secrets and concealing information – this secrecy should be used even with closest people, for deceiving the enemies is not easy
* Free of illness
* Patience
* Tranquillity and unflappability – the member should have a calm personality that allows him to endure psychological traumas.
* Intelligence and insight
* Caution and prudence – there was a secret agent who disguised himself as an American fur merchant. As the agent was playing cards aboard a boat with some passengers, one of the players asked him about his profession. He replied, “Fur merchant.” The women showed interest in him and began asking the agent many questions about the types and prices of fur. He mentioned fur price figures that amazed the women. They started avoiding and regarding him with suspicion, as though he was a thief or crazy.

* Ability to act, change positions and conceal oneself

III - Counterfeit currency and forged documents

Financial security precautions:

* Dividing operational funds into two parts: one part is to be invested in projects that offer financial return and the other is to be saved and not spent except during operations
* Not placing operational funds in one place
* Not telling the organisation members about the location of the funds
Forged documents:
* Keeping the passport in a safe place so it would not be seized by the security apparatus
* All documents of the undercover brother (member), such as identity cards and passport, should be falsified
* When travelling with certain identity card or passport, he should know all pertinent matters such as the name, profession and place of residence
* The brother who has special work status should have more than one identity card and passport
* The photograph of the brother in these documents should be without a beard. It is preferable that the brother’s public photograph be also without a beard
* Married brothers should not add their wives’ names to their passports.

IV - Organisation of military bases

* It is preferable to rent an apartment on the ground floor
* Preparing secret locations in the apartment for securing documents, records, arms and other important items
* Preparing ways of vacating apartment
* Providing necessary cover for people who frequent the apartment
* Avoiding seclusion and isolation from the population
* It is preferable to rent these apartments using false names and non-Muslim appearance
* A single brother should not rent more than one apartment
* Apartments should not be rented near police stations and government buildings
* It is preferable to rent apartments in newly developed areas where people do not know each other
* If there is a telephone in the apartment, calls should be answered in an agreed-upon manner
* For apartments, replacing the locks and keys with new ones
* In a newer apartment, avoid talking loud because prefabricated ceilings and walls do not have the same thickness as those in old ones
* The cover of those who frequent the location should match the cover of that location. For example, a common labourer should not enter a fancy hotel.

V - Means of communication and transportation
Telephone:

* Communication be carried out from public places
* Cell or cluster methods should be adopted
* Conversation should be coded or in general terms
* Telephone numbers should be memorised and not recorded
* The caller and person called upon should mention some words or sentences prior to bringing up the intended subject
* If conversation is about undercover work, the voice should be changed and distorted
* When the command is certain that a particular telephone is being monitored, it can exploit it by giving information to mislead the enemy and benefit the work plan

Meeting in person:

If the location is stationary:

* The location should be far from police stations
* Ease of transportation to locations
* Availability of many roads leading to the meeting location
* The apartment should be on the ground floor
* When public transport is used, one should alight at some distance from the meeting location

If the location is not stationary:

* The location should be at the intersection of a large number of main and side streets
* The meeting should not be held in a crowded place
* It is imperative to agree on an alternative location for the meeting in case meeting in the first place is unfeasible.

Measures to follow:

* Not heading to the location directly
* Clothing and appearance should be appropriate for the meeting location
* Finding proper cover for meeting – provide reasons for the two parties meeting
* Specifying the meeting date and time
* Designations of special signals between those who meet:

Measures during the meeting:

* Caution during the meeting
* Not acting unnaturally
* Not talking too loudly or softly
* Not writing anything that has to do with the meeting
* Agreeing on a security plan in case the enemy raids the location

Measures after the meeting:

* Not departing together
* Not heading directly to the main road
* Not leaving anything in the meeting place that might indicate the identity or nature of those who met

The messenger:

* Knowledge of the person to whom he will deliver the message
* Agreement on special signals, exact date and specific time
* Selecting a public street or place
* Going through a secondary road that does not have check points
* Using public transport and disembarking before the main station
* Complete knowledge of the location to which he is going

Letters:

* It is forbidden to write any secret information in the letter
* The letter should not be mailed from a post office close to the sender’s residence
* The letter should not be sent directly to the receiver’s address
* The sender’s name and address should be fictitious
* The envelope should not be transparent
* The enclosed pages should not be many
* The receiver’s address should be written clearly so that the letter is not returned
* Paying the post office box fees should not be forgotten

Facsimile and wireless:

* Duration of transmission should not exceed five minutes
* The device should be in a place with high wireless frequency, such as close to a TV station, embassies and consulates

The brother using the wireless device:

* The frequency should be changed from time to time
* Do not reveal your location to the entity for which you report
* Conversation should be in general terms

Transportation means:

Public transport:

* Boarding should be done at a secondary station
* The cover (agent) should match the general appearance
* Existence of documents supporting the cover
* Placing important luggage among the passengers’ luggage without identifying the one who placed it
* The brother should not get involved in religious issues
* Conversation of any kind should not be started with the driver because many cab drivers work for the security apparatus

Private transport:


* Cars and motorcycles used in overt activity
* One should possess the proper permit and not violate traffic rules
* The vehicle make and model should be appropriate for the brother’s cover
* The vehicle should not be used in special military operations unless the organisation has no other choice

Cars and motorcycles used in covert activity:

* One should possess the proper permit and not violate traffic rules
* The vehicle should not be placed in suspicious places
* The vehicle should be purchased using forged documents
* For the sake of continuity, have only one brother in charge of selling
* While parking, one should be in a position to move quickly
* The car or motorcycle colour should be changed before the operation and returned to the original after the operation
* The licence plate number and country name should be falsified. Further, the digits should be numerous.
